Good question. When we look at conjunction of planets, we never look at the Bhava, because the boundary of a Bhava is imaginary (intangible). So, the conjunctions must always be based on Rasis. Now this makes it confusing. So I suggest, we first look at the Rasis and if there are conjunctions, decide the strongest among them. Thereafter we apply the Harana. In the absence of mention of any explicit strength, Shadbala is the best option.
